Russia and the CIS (Commonwealth of Independent States) region offer WHO and PMDC/PMC-recognized MBBS programs at costs significantly lower than Western countries. Pakistani students have been studying medicine in Russia since the 1990s, and the region now has a well-established support network. This guide compares all six CIS countries so you can make the right choice.

Six Countries - One Region

Pakistani students studying MBBS in the broader CIS region typically choose from these six countries:

The Language Reality

Most CIS universities advertise "English medium" programs, but the actual situation is more nuanced. Here is what students on the ground report:

  • Years 1-3: Lectures and exams are mostly in English - generally manageable
  • Years 4-6 (Clinical): Patients and local clinical staff communicate in Russian, Azerbaijani, Uzbek, etc. You will need basic working knowledge of the local language
  • Recommendation: Start language classes from Year 1. All CIS universities offer them, and most require you to pass a basic proficiency test before clinical placements
Be realistic about this: Students who invest time in the local language perform significantly better in clinical years and report a much better overall experience. It is not optional in practice, even if it is not listed as a formal requirement.

Program Structure (6 Years)

MBBS is called "General Medicine" or "MD" in Russia and CIS countries. The 6-year structure is:

  • Years 1-2: Basic sciences - Anatomy, Histology, Biochemistry, Physiology
  • Years 3-4: Para-clinical subjects - Pathology, Pharmacology, Microbiology, Internal Medicine introduction
  • Years 5-6: Clinical rotations in university-affiliated hospitals

Russian Government Scholarship

The Russian Government allocates around 15,000 seats per year for foreign students across all subjects, including a quota for Pakistani students. For MBBS specifically:

  • Coverage: full tuition + free dormitory accommodation + a monthly stipend (modest but covers basics)
  • Application window: typically November to January each year
  • Apply through: the Russian Embassy in Islamabad or the official russia.study portal
  • Competition: high for medical programs - strong FSc marks and a clear personal statement help

PMDC/PMC Recognition - Important 2020 Update

After the PMDC/PMC Act 2020, all foreign medical graduates (including Russia and CIS) must:

  • Pass the PMDC/PMC Screening Test (equivalence exam) after returning to Pakistan
  • Complete a recognized internship/house job in Pakistan
  • Register with PMDC/PMC before practicing medicine

PMDC/PMC maintains an approved list of foreign universities. Verify your chosen university is on the current PMDC/PMC list at __PMDC/PMC_URL__ before enrolling. The list is updated regularly.

Application Process

  1. Shortlist universities - confirm PMDC/PMC recognition, check ranking, verify English medium delivery
  2. Prepare documents - FSc certificates (HEC attested), valid passport, photos, medical certificate, police clearance
  3. Apply directly or through a verified agent - most universities accept direct applications; be very careful with agents and verify credentials before paying
  4. Receive invitation letter - required for student visa application
  5. Apply for student visa - at the Russian or respective country's embassy in Islamabad
  6. Arrive and complete registration - universities require on-campus registration and biometric enrollment within a set timeframe after arrival

Tips for MBBS in Russia and CIS

  • Verify PMDC/PMC recognition before paying any fees - this is the single most important step
  • Contact current Pakistani students at the university - not just the admissions office - to understand real teaching quality and English delivery
  • Start the local language from Year 1 - it is essential for clinical years and daily life
  • Join Pakistani student groups - every CIS city with a medical university has active WhatsApp and Facebook groups
  • Budget for cold winters - Russia, Belarus, and Kazakhstan winters are extreme; factor in warm clothing costs when planning your budget
  • Keep multiple attested document copies - you will need them repeatedly throughout your studies
