The scholarship covers the full and comprehensive cost of studying in Azerbaijan. Benefits include complete tuition fee coverage, an annual round-trip international flight ticket, a monthly living stipend of 800 AZN (approximately USD 470), paid over 10 months per year to cover accommodation, daily expenses, and study materials. Additionally, a medical insurance allowance of 200 AZN per year is provided, and all visa and residence permit fees are fully covered. The program is one of the few scholarships anywhere that explicitly includes General Medicine (MBBS equivalent) for a 5-6 year duration and Medical Residency programs of 2-5 years.

The application process involves two stages. In Stage 1, applicants from countries with a bilateral sending arrangement must obtain a nomination from their national scholarship authority before proceeding - for Pakistani applicants, this is done via HEC Pakistan's scholarship portal (scholarship.hec.gov.pk), with a nomination deadline of April 15, 2026. Stage 2 is a direct online application on the official SIACAS portal (portal.edu.az), open from May 18 to June 1, 2026. Final selection considers academic records, language proficiency, and - where applicable - national standardized test scores such as Pakistan's USAT/HAT.
