IBCC & MOFA Attestation Guide for Pakistani Students 2026
The complete step-by-step guide to getting your Matric, FSc, and degree documents attested by IBCC and MOFA - mandatory for every international scholarship, foreign university admission, and student visa application from Pakistan.
About This Guide
IBCC and MOFA attestation are the two mandatory steps for validating Pakistani academic documents for use abroad. Without them, scholarship applications, university admissions, and student visas are automatically rejected. Every international scholarship - CSC China, Russian Government, GKS Korea, Stipendium Hungaricum - and every foreign embassy visa section will refuse to process Matric and FSc certificates that have not passed through this chain. Understanding the process, the timeline, and the exact documents required prevents the single most common application-killing mistake.
IBCC stands for the Inter Board Committee of Chairmen - the federal body that verifies and attests Matric (SSC) and FSc (HSSC) certificates issued by all Pakistani boards. For students who studied in the British curriculum (O-levels and A-levels), IBCC also issues an Equivalence Certificate that converts Cambridge grades to Pakistani Matric and FSc equivalents. This equivalence step adds time to the process that applicants consistently underestimate: it takes 3โ4 weeks, must be completed before attestation, and Cambridge result slips are never accepted in its place.
MOFA stands for Ministry of Foreign Affairs. MOFA attestation is the final government seal that foreign institutions and embassies accept as proof of document authenticity. It cannot be done until IBCC has attested the documents - the chain is IBCC first, then MOFA. For postgraduate applicants, the equivalent chain is HEC (Higher Education Commission) for university degrees, then MOFA. The MOFA seal is what unlocks the document for embassy visa applications and scholarship submissions worldwide.
The most critical practical reality is time. The full IBCC โ MOFA chain takes a minimum of 4โ6 weeks under normal conditions, and longer if postal delays, office closures, or errors in the originals create disruptions. Students who start this process less than 6 weeks before a scholarship deadline almost always miss it. Starting 2โ3 months ahead is the standard advice from students who have been through it.
Why This Matters
Mandatory for all international scholarships
Without IBCC and MOFA attestation, your Matric and FSc certificates are rejected by every foreign scholarship program including CSC China, Russian Government, GKS Korea, and Stipendium Hungaricum. There are no exceptions.
Required for every student visa
Every embassy that processes Pakistani student visas requires MOFA-attested academic documents. Unattested originals are not accepted regardless of how genuine they are.
You will need 8โ10 copies minimum
Scholarship applications, university registration, PMDC/PMC licensing, and emergency backups all consume attested copies. Getting them all in one IBCC/MOFA trip costs far less than making multiple return visits.
Takes 4โ6 weeks under normal conditions
Starting attestation less than 6 weeks before any deadline is the single most common reason otherwise-qualified students miss scholarship applications.
O-level/A-level students need IBCC equivalence first
This adds 3โ4 weeks to the timeline before attestation can even begin. Cambridge result slips are never accepted in place of the IBCC equivalence certificate.
Step-by-Step Process
Collect your original certificates - Obtain original Matric/FSc certificate and marksheet from your board. If not yet collected, allow 1โ2 weeks for the board to issue them before any other steps.
Prepare photocopies - Make clear, legible photocopies of all originals. Include your CNIC (or B-Form if under 18) and passport bio-data page copies for the submission.
O/A-level students only: Apply for IBCC Equivalence first - Submit original Cambridge certificates with your IBCC equivalence application at ibcc.edu.pk. This step takes 3โ4 weeks. No equivalence certificate = no attestation.
Apply for IBCC Attestation - Submit originals and photocopies to IBCC via the online portal (ibcc.edu.pk) or in person in Islamabad. Pay the per-document fee via bank draft. Normal processing: 2โ3 weeks.
Receive IBCC-attested documents - Verify the IBCC stamp is clear and legible on all copies before leaving or before they are posted back. Unclear stamps cause MOFA to reject them.
Submit to MOFA - Take IBCC-attested documents to a MOFA Attestation Wing office (Islamabad main office or Lahore, Karachi, Peshawar, Quetta facilitation centers). Submit originals, photocopies, CNIC copy, and passport copy. Pay the current MOFA fee.
Collect MOFA-attested documents - Normal processing: 3โ5 working days in Islamabad; same-day urgent service available at extra cost. Verify stamps on collection.
Request all extra copies at this stage - Confirm you have 8โ10 attested copies per document before leaving. Extra copies at this point cost very little. Obtaining them later costs significantly more in time and fees.

Week 7 (min)
MOFA-attested documents ready
Begin scholarship applications, visa applications, and university admissions with attested copies.
Insider Tips
Get 8โ10 attested copies per document - not 2โ3. You will need them for multiple scholarship applications, university registration on arrival, visa processing, PMDC/PMC licensing after graduation, and emergency replacements. Getting extras costs very little extra at the time but is expensive to obtain later.
Scan everything before and after attestation - Keep high-resolution scans of every document in Google Drive before you send originals anywhere. Losing your only FSc original in a courier is a preventable disaster.
Never send the only original you have - No matter how urgent the submission, keep one complete original set at home. Make photocopies before sending anything to any office.
Use registered/tracked courier for postal submissions - Standard postal service for a package containing your SSC/HSSC originals is a risk not worth taking. Leopards, TCS, or a similar tracked service costs a small premium.
Check current fee schedules before your trip - IBCC and MOFA fees change periodically. Arriving at the office without the correct bank draft amount wastes a visit. Verify at ibcc.edu.pk and mofa.gov.pk the day before.
Some countries require embassy legalization after MOFA - Russia, South Korea, and Saudi Arabia often require attestation at their respective embassies in Islamabad after MOFA. Check your destination country's requirements separately in addition to the scholarship requirements.

No. Attestation verifies Pakistani board certificates (Matric/FSc). Equivalence converts foreign qualifications (O-levels, A-levels) to Pakistani equivalents - needed only by students who studied in the British curriculum. O/A-level students need equivalence first, then attestation.
No. HEC domestic scholarships (HEC Need-Based, PEEF, Honhar) generally do not require MOFA attestation. MOFA is required for foreign scholarship programs and international student visa applications.
Yes - with a signed authorization letter and their CNIC copy. You do not need to be personally present at IBCC or MOFA offices in most cases.
IBCC attests Matric and FSc level documents (secondary/higher secondary). HEC attests university-level documents (Bachelor's, Master's, PhD degrees and transcripts). For postgraduate scholarship applicants, you need HEC attestation for your degree, then MOFA - the IBCC step applies only to school-level documents.
Minimum 8 per document: 2โ3 for multiple scholarship applications, 1โ2 for university admission, 1 for visa, 1โ2 for on-arrival registration, 2 emergency backups. Getting all of them in one trip costs very little extra.
