IBCC stands for the Inter Board Committee of Chairmen - the federal body that verifies and attests Matric (SSC) and FSc (HSSC) certificates issued by all Pakistani boards. For students who studied in the British curriculum (O-levels and A-levels), IBCC also issues an Equivalence Certificate that converts Cambridge grades to Pakistani Matric and FSc equivalents. This equivalence step adds time to the process that applicants consistently underestimate: it takes 3–4 weeks, must be completed before attestation, and Cambridge result slips are never accepted in its place.
MOFA stands for Ministry of Foreign Affairs. MOFA attestation is the final government seal that foreign institutions and embassies accept as proof of document authenticity. It cannot be done until IBCC has attested the documents - the chain is IBCC first, then MOFA. For postgraduate applicants, the equivalent chain is HEC (Higher Education Commission) for university degrees, then MOFA. Step-by-Step Process
Collect your original certificates - Obtain original Matric/FSc certificate and marksheet from your board. If not yet collected, allow 1–2 weeks for the board to issue them before any other steps.
Prepare photocopies - Make clear, legible photocopies of all originals. Include your CNIC (or B-Form if under 18) and passport bio-data page copies for the submission.
O/A-level students only: Apply for IBCC Equivalence first - Submit original Cambridge certificates with your IBCC equivalence application at ibcc.edu.pk. This step takes 3–4 weeks. No equivalence certificate = no attestation.
Apply for IBCC Attestation - Submit originals and photocopies to IBCC via the online portal (ibcc.edu.pk) or in person in Islamabad. Pay the per-document fee via bank draft. Normal processing: 2–3 weeks.
Receive IBCC-attested documents - Verify the IBCC stamp is clear and legible on all copies before leaving or before they are posted back. Unclear stamps cause MOFA to reject them.
Submit to MOFA - Take IBCC-attested documents to a MOFA Attestation Wing office (Islamabad main office or Lahore, Karachi, Peshawar, Quetta facilitation centers). Submit originals, photocopies, CNIC copy, and passport copy. Pay the current MOFA fee.
Collect MOFA-attested documents - Normal processing: 3–5 working days in Islamabad; same-day urgent service available at extra cost. Verify stamps on collection.

Scan everything before and after attestation - Keep high-resolution scans of every document in Google Drive before you send originals anywhere. Losing your only FSc original in a courier is a preventable disaster.
