The Fulbright Program is the flagship educational exchange initiative of the United States Government - one of the most respected and recognized scholarship programs on earth. This page covers the Pakistan-USA bilateral Fulbright Program, administered in Pakistan by the United States Educational Foundation in Pakistan (USEFP) in partnership with the US Department of State. Fulbright operates through bilateral agreements with individual countries; each country track has its own administration, quotas, and application process. Pakistani citizens apply through USEFP, which provides full placement support to accredited US universities once candidates are selected.
The financial package is fully comprehensive. Fulbright covers 100% of tuition fees at the US university, pays for all required textbooks and educational materials, provides a monthly living stipend calibrated to the cost of living at the US university's location, covers international round-trip economy airfare, and includes comprehensive health insurance throughout the program. Unlike scholarships that assign you to specific institutions, Fulbright allows scholars to select programs and universities - subject to USEFP's placement support and availability.
The scholarship is highly competitive. Competitive applicants typically have strong academic records (first-class or distinction grades), a clear and well-articulated research objectives statement, a GRE General Test score significantly above the 145 minimum per section, and three substantive recommendation letters from academic or professional supervisors who know the applicant's work in detail. Applications open in January each year, with a firm April 1 deadline.
All academic disciplines are eligible with one critical exception: clinical medicine programs are excluded. Graduates of medical programs (MBBS, MD, BDS) may apply for non-clinical fields including public health, biomedical sciences, health policy, global health, or health systems management. Social sciences, engineering, environmental sciences, law, economics, computer science, humanities, and virtually all other disciplines are fully eligible.
Once selected, USEFP provides extensive pre-departure support: assistance with US university applications, TOEFL testing arrangements, visa guidance, and comprehensive orientation. Fulbright scholars depart for the US in August, with Master's programs beginning in September. USEFP reviewers look for a clear connection between your academic goals, the US program, and your longer-term professional contribution. Avoid vague aspirational language - name specific professors, research groups, or institutional resources that are central to your plan.
The GRE General Test is mandatory with a minimum of 145 on each section (Verbal and Quantitative). However, highly competitive applicants score well above this minimum - especially on the section relevant to their field (e.g., Quantitative for engineering/sciences, Verbal for humanities/policy). A strong GRE does not guarantee selection, but a weak GRE can hurt an otherwise strong application. Take the test early, ideally in January-February, to allow time for retaking if needed before the April 1 deadline.
