Government of Malaysia International Scholarship (MIS)

The scholarship package is one of the most comprehensive government research scholarships available in Southeast Asia. It covers full tuition fees, a monthly living stipend, comprehensive medical insurance, a return international air ticket, and a dedicated research grant. The inclusion of a research grant - not just a living stipend - is a key differentiator that makes MIS particularly attractive for PhD students who require funding for lab experiments, field work, or data collection. The fields covered by MIS reflect Malaysia's strategic development priorities. Engineering and technology, natural and applied sciences, medicine and health sciences, social sciences, agriculture and environmental studies, and business and economics are all eligible. Malaysia has built genuine international expertise in specific niches - tropical agriculture and sustainability, Islamic finance (home to the world's first dedicated Islamic finance university, INCEIF), biotechnology, and environmental engineering. Applicants who align their research proposals with these areas of Malaysian strength tend to have more competitive applications.

The MOHE selects scholars based on academic merit (minimum CGPA of 3.0-3.5), the quality and originality of the research proposal, the relevance of the proposed research to Malaysia's development agenda, and the applicant's English communication skills. Malaysia's 24 MIS partner universities range from internationally ranked research institutions to specialized teaching universities. Universiti Malaya (UM) - ranked among the top 200 globally - is the most prestigious, while UTM, USM, UPM, and UKM are strong for engineering, sciences, and agriculture. IIUM (International Islamic University Malaysia) is one of the most internationally attended universities in the country, particularly for students from Muslim-majority countries who value an academically rigorous environment with an Islamic ethos. The country's two intakes per year (February and September) offer students more flexibility in planning their start date than many other scholarship programs.
