The scholarship targets students with strong academic records who cannot afford to continue their education without financial support. Minimum marks requirements are 70% in Matric, 70% in FSC/DAE, and 75% in the last completed semester - with slightly lower thresholds for minority students (65%/65%/70%).

Students already receiving financial aid from PEEF, HEC, NGOs, or other organizations are not eligible. Students enrolled in private universities, AIOU, or Virtual University are also excluded. The scholarship is managed through an online portal and requires JPG format documents.
