The Honhar Scholarship Program is one of Punjab's most significant educational welfare initiatives, managed by the Punjab Higher Education Commission (Punjab HEC). The program is designed to support financially deserving yet academically strong students from Punjab who have just enrolled in their 1st semester or 1st year at eligible public or private universities in Punjab.
The scholarship targets a specific and important moment in a student's academic life - the very beginning of their higher education journey. MBBS and BDS students enrolled in their 1st year in 2025 are explicitly eligible under this program, making it particularly relevant for medical students at Punjab's public medical and dental colleges. Selection is based on a composite merit formula: Matric results carry 30% weightage and FSc/Intermediate results carry 70% weightage.
Income eligibility differs by institution type. For students at public sector HEIs, the monthly family income ceiling is Rs. 350,000. For federal and private sector HEIs, the ceiling is Rs. 500,000. Children of Government employees in pay grades BPS 1-4 and children of civilians martyred in terrorist attacks are exempt from the income limit entirely.
Applications must be accompanied by a legally valid affidavit on E-Stamp paper declaring the family's income. The affidavit must be typed (not handwritten), manually signed (no digital signatures), stamped at a court, and include a scannable QR code for verification. This is one of the most document-intensive steps in the Honhar application and should be prepared carefully in advance.

So if you scored 85% in Matric and 90% in FSc, your composite score is: (85 Γ 0.30) + (90 Γ 0.70) = 25.5 + 63 = 88.5. Higher composite scores rank higher in the merit list. This means FSc marks matter much more than Matric - a strong FSc performance can overcome a relatively lower Matric score.
The Honhar Scholarship provides tuition fee support for qualifying students. The exact amount varies by institution and program - MBBS fees at public medical colleges and engineering fees differ significantly. The scholarship is designed to cover or substantially reduce the tuition burden at your enrolled institution. The Punjab HEC portal specifies amounts for each institution type. For MBBS students at public medical colleges, this can significantly reduce the annual fee burden which otherwise runs into hundreds of thousands of rupees.
No. Students who appeared in a grade improvement exam or are repeating a class are explicitly not eligible for the Honhar Scholarship. Only students who passed Matric or Intermediate for the first time in the eligible year can apply. If you took improvement exams, you are disqualified from applying in that cycle.
